Select Project Experience
Edwardsville, Illinois - North Main Street Redevelopment Area; Tax Increment Financing plan and program for the redevelopment of an older, mixed-use portion of the community adjacent to both the county/municipal government complex, and the downtown area. This includes a Housing Impact Study which was necessary due to residential components within TIF redevelopment area.
South Roxana, Illinois - Tax Increment Financing Area 2; A tax increment financing project to help spur industrial development on 220 acres of vacant property along Illinois Route 111 which has not developed without assistance.
Grayville, Illinois - Tax Increment Financing Area 1; A redevelopment plan for former Grayville Prison site; 100 acres for creation of future industrial park which is adjacent to Interstate 64 in Southeastern Illinois.
Carmi, Illinois - Tax Increment Financing Area 1; Mixed-use redevelopment plan of aging industrial park development and portions of downtown; redevelopment plan will assist existing businesses with infrastructure upgrades and assist in the recruitment of new development.
Mt. Vernon, Illinois - Tax Increment Financing Area 1; Plan for the redevelopment of the City of Mt. Vernon's Downtown; redevelopment of an older, mixed-use portion of the community adjacent to both the county/municipal government complex, and the downtown area. This is being done in conjunction with their Downtown Redevelopment Commission and Comprehensive Plan.
Mt. Vernon, Illinois - Homestead Tax Increment Financing Area; Redevelopment of 72 acre site for senior housing & mixed-use commercial/recreational facilities.
Shiloh, Illinois - Wingate Business District; Initiated first business district for redevelopment of a 28 acre commercial project; plan will assist the community to recapture a portion of the sales tax generated for development.
Shiloh, Illinois - Shiloh Tax Increment Financing Area C; A mixed-use plan for the development and redevelopment of residential and large scale commercial projects; infrastructure upgrades and remediation; TIF funds used to assist Mascoutah School District in construction of new elementary school.
Oblong, Illinois - Amended Tax Increment Redevelopment Plan; Amendment of the Plan to permit the creation of a residential subdivision and associated public infrastructure improvements.
Dupo, Illinois - Dupo Tax Increment Financing Area; Redevelopment program which includes property in the Village's older residential/commercial core, as well as industrial and commercial sites along Illinois Route 3 and Interstate 255.
Dupo, Illinois - 2002 Amendment Dupo Tax Increment Financing Area; Amendment to Village's existing Redevelopment Plan to include additional industrial and commercial sites along Illinois Route 3 and Interstate 255.
Dupo, Illinois - Apex Redevelopment Area; A tax increment financing plan to include property for the development of a packaging facility in the Prairie Dupont Business Park.
Dupo, Illinois - Davis Street Ferry Redevelopment Area; A tax increment financing plan to include property for the new Discovery Business Park being developed by ClayCo, Inc. This Area includes the initial phase of a 2,000 acre mixed-use development.
Gillespie, Illinois - Gillespie Redevelopment Are; A tax increment financing plan and coordinated planning effort for downtown Gillespie as well as other portions of the community.
Hartford, Illinois - Route 111 Redevelopment Area; A tax increment financing project to help spur industrial development on 520 acres of vacant property along Illinois Route 111 which has not developed without assistance.
Cahokia, Illinois - Cahokia Tax Increment Financing Area #3; A tax increment financing project to entice development at St. Louis Downtown Parks Airport as well as along the Interstate 255 and Illinois Route 157 corridors.
Cahokia, Illinois - Cahokia Tax Increment Financing Area #4; A tax increment financing project which will allow the Village to pursue new residential development adjacent to the Prairies Golf Course, as well as commercial project along Illinois Route 3.
Wood River, Illinois - Riverbend Business District Plan; A business district plan to help spur development along Vaughn Road to include a Wal-Mart Supercenter, Home Improvement Retailer, and related small shop and restaurant parcels. |

Recent Project Experience
Carlinville, Illinois - Tax Increment Financing Area 1; A mixed-use redevelopment plan for the town square and portions of downtown extending both West and North of the square. The plan also focused on the redevelopment of housing in Carlinville's Sears Home Historical District.
Barry, Illinois - Tax Increment Financing Area 1; A redevelopment plan for portions of the downtown area that will assist existing businesses with infrastructure upgrades and assist in the recruitment of new development on the North side of the Interstate.
Cahokia, Illinois - Parks College Tax Increment Financing Area; A redevelopment plan that outlines the anticipated project and includes on-site improvements to accompany removal and/or rehabilitation of deteriorated, dilapidated, or obsolete structures. The plan also accounts for rehabilitation, reconstruction, or EPA-required remediation costs of existing public and private buildings.
Cahokia, Illinois - Cahokia Acres Tax Increment Financing Area; The plan outlines on-site improvements, including grading; drainage; street construction, widening, and repair; extension, updating, repair, and/or replacement of utilities. The plan also includes site improvements to accompany removal and replacement of deteriorated/dilapidated structures with new construction, and rehabilitation, reconstruction or repair or remodeling costs of existing public and private buildings.
Maroa, Illinois - Tax Increment Financing Redevelopment Area 1; Tax Increment Financing plan and program for both the development of vacant property and redevelopment of existing properties throughout the City, with focus along the Illinois State Route 51 corridor.

West Frankfort, Illinois - Tax Increment Financing Redevelopment Area 2; The plan outlines the anticipated projects, which includes upgrading of utilities to include water, sanitary and storm sewer drainage improvements; replacement of water lines, and other sewer and water systems components; street, curb and sidewalk rehabilitation program; residential and commercial rehabilitation program; and land assembly and marketing of properties. |
